TENS Use for Non-medical purpose

I read an article and paper about electro-tactile feedback system using TENS.

I think it is still arguable to use electrophysical theraphy whether it is safe for some part of body or some people, but now it is being developed for tectile feeling.

Is it going to be safe for non-medical purpose like above? Is it really possible to be commercialized for tectile feeling?

Yes, I read something about NOKIA, that thought of using the tactile feedback o high-frequency current on touchscreen display... I dunno at what level is the project... anyway that modulation is safe, the current flow just on the surface of the skin...
